After 3 months of correspondence with the Amex company, my deposit was returned to me. Amex stopped responding to my messages and did not plan to refund the money. Thanks to Dubai Department of Economy and Tourism – Consumer Protection. If you have any similar problems, please contact them. Think 100 times before you rent a car in Amex!!!

***HOW TO GET YOUR DEPOSITS*** AMEX Car Rental LLC failed to refund my security deposit within 21working days as originally promised. This is how I got my money back…. I visited their company office (Bin Thani Avenue, Al Garhoud, Dubai) - you can park your car in the car park opposite this building. Their office is inside this building (see image below), located on the 1st floor. Important to note, I called Dubai police on 999 whilst outside and explained this company was scamming me/many customers by withholding security deposits. Keep the police on the phone, enter the office, put the phone on loud speaker, request the office manager, the police demanded the employee to action my refund or severe consequences would follow. Shortly after, an Emirates NBD cheque was produced with my perviously owed amount. Make sure to cash this cheque immediately & never use this company again. The end.

This company is a scam. They haven't returned my deposit, even though it's been two months. They've stopped responding to emails and WhatsApp messages. I'm going to file a police report against them.
